REGULATIONS
1. Objective: To encourage and explore the use of stamps by multi-media enthusiasts to participate in the art of cultural creation.
2. Qualifications: Anyone currently reside in Macao or studying in Macao's institutions are qualified for participation. Each participant can only join one team. Each team can only join one group.
- Family & Friends Group: Maximum of 4 members in each team, with a mix of family members or friends;
- School Talents Group: Maximum of 4 members in each team, with a mix of Primary and Secondary students.
3. Theme and Content:
- Participating teams can choose one of the 'MACAO CHINA' stamps issued from 20th December 1999 to the present day as the theme for their short films or extended creations;
- There is no limit to how the content is interpreted or presented. Works submitted can either be serious, humorous or even light-hearted. All kinds of creative expressions are acceptable.
4. Format and Requirements:
- Each team can only submit 1 work. Title of submitted work is proposed by the team;
- The submitted work must be original. Submitted clip can either be filmed or animated;
- There is no limitation on the aspect ratio of the clips, but the total duration length of the video clips must be within 2 minutes;
- Total size of the file must be less than 1GB;
- The language of the work can be either Cantonese, Mandarin, Portuguese or English. Subtitles are permitted if there is dialogue.
5. Prizes:
- Maximum 4 of the best works will be selected from each Group and will be awarded with certificate, and coupons valued at MOP2,000.00;
- Only 1 school guidance teacher of the School Talents Group per team: The guidance teacher of the winning team will be awarded with coupons valued at MOP1,000.00; the other teachers will receive souvenirs. No duplicate prize or souvenir will be given to the same guidance teacher.
6. Registration and Work Submission:
- Online registration: via the museum webpage: www.cmm.gov.mo, along with the video works upload through designated link shown in the website;
- Deadline: at 22:00, 16/09/2024 (Monday), late submission will not be judged.
7. Judges: Organizer will invite professionals to be the jury. The result is subject to the final decision of the jury.
8. Evaluation Criteria: Subject relevance (20%), Creativity (40%) & Production skill (40%).
- Subject relevance: The subject of the work matches the theme of selected stamp issue;
- Creativity: Novelty, uniqueness and innovation of the work;
- Production skills: Ability to produce short films or animation, such as plotting, interpretation of content/acting performance, editing/colour grading/subtitles and other post-production effects, etc.
9. Declaration:
- All effective staff of Macao Post & Telecommunications Bureau (CTT) is not allowed to participate in the Contest.
- Personal data, collected in the activity and registration form will be used for the arrangement of activity and handled according to the "Statement of Personal Data Collection" of CTT;
- The content of the creative work must not contain any indecent, violent or illegal content and must not violate the laws of Macao SAR;
- The submitted work must be original, not has been previously published, awarded any prizes or be bound by any copyright restrictions.
- Any elements, like animation, photos, illustrations, music and other materials adopted in the submitted work must comply with the Copyright and Related Rights Regime;
- The participating teams should abide by the Personal Data Protection Act. For any human voice or images used in the creative work, prior consent should have been obtained from the person concerned, except for shots of street scenes in which the people are not prominently featured;
- Participants should not film or take photos at restricted areas. If required, they should obtain prior consent from the related owner or management staff;
- The Organizer reserves the rights to broadcast submitted entries in the Communications Museum or other media channels of Macao Post & Telecommunications Bureau for the purpose of promotion without prior permission of the participants or remuneration;
- All submitted works shall not be returned. The copyright of the winning works will belong to Macao Post & Telecommunications Bureau.
- If a prize-winning work were a product of plagiarism, any prize awarded will be recovered and the contestant involved may be required to bear corresponding legal liabilities.
