REGULATIONS

1. General Theme: Cyber Safety Guardians

Through the badge design competition, primary school students are encouraged to give free rein to their creativity, enabling them to learn about and promote telecoms fraud prevention in a lively and engaging way. The initiative seeks to instil safety principles such as 'never lend your phone to others nor sell or transfer your prepaid SIM card without good reason', thereby fostering good communication safety habits from an early age and working together to create a safe and healthy online environment.

2. Qualifications:

All full-time primary students enrolled in schools in Macao are eligible to participate, but each participant may only submit one work.

• Junior Primary Group: Students from Primary 1 to Primary 3
• Senior Primary Group: Students from Primary 4 to Primary 6

3. Entry Specifications & Requirements:

• Format: Must be a circular lapel badge with a diameter of 5.8 cm.
• Technique: The design on the lapel badge must be a two-dimensional hand-drawn illustration. Entrants are free to use any art materials such as watercolours, crayons, coloured pens, and paints to create the artwork, and must scan and retain a digital copy of the original design.
• Production Method: Cut the drawn pattern to an appropriate size to create a badge with a diameter of 5.8 cm (materials and pressing machines will be provided on-site at the Communications Museum for badge production).

4. Registration and Evaluation:

• Registration Form & Work Submission: Submit the completed registration form together with the work in person or by post to the Communications Museum. Works submitted without a registration form will not be evaluated.
• Receiving Hours: Monday to Sunday, 09:00 to 17:30.
• Submission Deadline: 17:30 on Thursday, 10 December 2026. Late submissions will not be considered. For postal submissions, the postmark date will serve as proof of receipt.

5. Evaluation Criteria:

• Theme Content (25%): Whether the work clearly conveys the core concept of telecommunications fraud prevention, and whether it aligns with the competition theme.
• Creativity & Concept (25%): Originality and ingenuity of the design, and whether it is presented in a vivid and engaging manner.
• Presentation Skills (25%): Overall visual presentation, comprehensiveness of lines and shapes, as well as clarity and readability of the message.
• Colour Application (25%): Harmony and vibrancy of colour scheme, and whether it aligns with primary students' aesthetics and achieves the desired communication effect.

6. Prizes:

• Up to three Excellence Awards per group: winners will receive a trophy, certificate, and book voucher worth MOP 2,000. Should the overall quality of entries fall short of the required standards, the judges may, at their discretion, reduce the number of awards;
• Group Participation Award: A trophy awarded to the school that submits the most works meeting entry requirements;
• Supervisors: One supervisor per student will receive one souvenir; no duplicate gifts will be awarded to the same person;

7. Judging:

Professionals will be invited by the organizer and co-organizer to serve as judges; the judges' decision shall be final.

8. Seminar:

For those interested in learning about fraud prevention for primary students, reservations can be made to attend the Anti-fraud Seminar held at the Communications Museum at 15:00 on 10 October 2026. You are welcome to email us to reserve a seat.

9. Declaration:

• Current employees of Macao Post and Telecommunications Bureau (CTT) are not eligible to participate in the Activity;
• Personal data collected for this activity and on the registration form will be used solely for the purposes of organizing this event and will be processed in accordance with the Statement of Personal Data Collection of CTT;
• Entries must be wholesome in content, and must not contain any indecent, violent content, or material that contravenes the relevant laws of Macao SAR;
• Entries must be original, unpublished, unawarded, and free of copyright restrictions;
• The organizer reserves the right to display the entries at the Communications Museum or in other media for promotional purposes without prior notice or remuneration;
• Works will be exhibited at the Communications Museum. Details regarding prize collection will be notified separately;
• Works will be returned after exhibition. CTT retains copyright and usage rights of winning works.
